Who Are We ?

 

The Parish Council comprises nine members who meet regularly to make decisions on on a wide range of issues. 

​

What do we do ?

​

The Parish Council is responsible for:​

  • provision and maintenance of the children's play areas and Outdoor Fitness equipment near Blackthorn Drive and Ted Ellis Way

  • maintenance of the Outdoor Fitness equipment, table tennis table and zip wire on the Shipdham Lane playing field

  • provision of grant funding for community groups

  • considering planning applications (please note we are a consultee on planning applications and not a decision maker)

  • maintenance of the roadside verges in some parts of the parish

  • provision of dog and litter bins

  • maintenance of some street lights (this does not include the lights on the Draytonhall Lane estate. Please see under Documents for the lights we maintain)

  • maintenance of the church clock and the war memorial

  • repair and upkeep of bus shelters in the parish.

  • provision of an annual Christmas tree and lights outside Scarning Church

Our next Council meeting will be held in the Village Hall on 17 November at 7pm. A copy of the agenda for the meeting will be available at least three working days before the meeting. Anglian Water Survey. 

 

Anglian Water will be carrying out some survey works in Scarning over the coming months. This work forms part of early-stage assessments regarding potential pipeline routes in the area. You may see their teams carrying out survey work and, in some areas, limited investigations of sites of archaeological interest. This preliminary work will be taking place over the next few months. All the surveyors will carry cards with them, and they are happy to show these if approached. At this stage, Anglian Water is simply raising awareness so that, should any local residents notice people out and about, you’re aware of who they are and the purpose of their work. As their investigations progress, Anglian Water will engage further with the parish council and local community to share their outline plans and gather any local insight and feedback that may help inform the development of potential route options.

​​Community Grants Scheme

​

We are pleased to announce our Community Grants Scheme. This is for grants of up to £500. If your group is looking for funding, please go to the Documents section of our website (under Policies) and see if your group is eligible. We also have larger grants available through our Grants Policy.

Footpath Closure

 

Norfolk County Council proposes to make a Temporary Traffic Regulation Order affecting the Scarning Footpath 7 from its junction with Stone Road for 280m southwards in Scarning to facilitate unsafe boardwalk repair works. The Footpath will be temporarily closed/restricted for the duration of the works/period the closure is necessary which is anticipated to be from 1st October 2025 to 5th January 2026, but may continue to be closed/restricted until the 31st March 2026 where the closure/restriction is still required beyond the anticipated dates.

 

Alternative route is via: Fen Circular Walk, U30121 Lilac Close, U30120 Lavender Grove, U30179 Orchid Avenue, U35150 Stone Road and vice versa (Dereham, Scarning).

 

The works promoter for this restriction/closure is: Norfolk County Council.

​​REPORTING AN ISSUE 

​

A47: When there are issues of flooding or other matters concerning the Fen Road junction with the A47, or any other matter, these should be reported through the National Highways website, or by calling 0300 123 5000.

​

DEFIBRILLATORS: We are very fortunate in Scarning to have three defibrillators.  These can be found in the telephone box outside the Village Hall (Dereham Road) and near the entrance to the school (Dereham Road). There is also a defibrillator at the Co op at the bottom of Swaffham Hill.

 

DOGS: To report concerns over dogs please Report it-Animal Warden Services (Breckland Council)

The Parish Council provides dog bins in the following locations, identified as closely as possible on What3Words:-

  • Dereham Road near Chestnut Road/bus stop (prospers.cups.vouncher)

  • Dereham Road near the junction with Rushmeadow Road (guarding.domain.amazed)

  • Draytonhall Lane near Brooks Drive (equivocal.paddocks.coats)

  • Podmore Ford (stirs.perused.cost)

  • Shipdham Lane (near the tennis courts) (muscular.appoints.deeply)

  • Village Sign lay-by on Dereham Road (idealist.branded.verge).

  • A new replacement bin was installed in 2023 on the cut through between Draytonhall Lane and Allwood Avenue (promise.duplicate.applies)

FLYTIP: To report a flytip, please contact Breckland Council through their website (breckland.gov.uk)

 

FOOTPATHS: Some footpaths in Scarning are the responsibility of Norfolk County Council. If you are concerned that a footpath needs cutting back, you should report to Norfolk County Council using its Report a Problem facility.

 

GRIT BINS: You can check which roads are on Norfolk County Council's gritting routes at www.norfolk.gov.uk/gritting. On the same map people can find the locations of around 2000 grit bins in the county that are filled by the County Council and which people can use on public pavements, cycle paths and roads to help everyone get around safely.

HEDGES: Hedges are often the responsibility of the landowner/homeowner. If you are concerned by an overgrowing hedge that is causing a safety issue you should report this to Norfolk County Council, using its Report a Problem facility.

 

​PARKING: If you want to report issues regarding parking in the parish, please contact Civil Parking Enforcement (King's Lynn and West Norfolk) - parking.operations@westnorfolk.gov.uk

​

POTHOLES: To report a pothole, or other matters affecting the roads such as trees, hedges, flooding, please contact Norfolk County Council online through their Report a Problem facility (norfolk.gov.uk). Where possible, please send photographs. 

 

STREET LIGHTS: The Parish Council maintains some street lights in the older part of the village. If you wish to report a street light fault elsewhere, please contact Norfolk County Council through their Report a Problem facility (norfolk.gov.uk). In the event of an emergency please call 0344 800 8008 (24 hours). To report an outage in the older part of the village, please contact the Parish Clerk (Clerk@scarning-pc.gov.uk.

WASTE BINS: To report a missed bin, please contact Breckland Council through their website (breckland.gov.uk)

WATER MEADOWS: ​​Contact the Parish Council regarding play equipment. For any other matters, please contact Breckland Council. The Blackthorn Drive pond area and the area of open space at the corner of Allwood Avenue and Ted Ellis Walk are the responsibility of Bloor Homes.
